Andijan massacre
After six years, the government still does not consent to an independent investigation into the murder of hundreds of people in Andijan, denying justice to victims and ensure perpetrators brought to justice. The authorities continue to pursue all alleged participants or witnesses to these events.
The government also continued to harass the family of Andijan refugees. They are under constant surveillance by the police, they called in for interrogation and threatened with criminal prosecution or confiscation of housing.
Torture, ill-treatment and criminal justice
Torture continues to have a mass character with almost total impunity. The rights of detainees are violated at all stages of the investigation and trial, despite the introduction of amendments habeascorpus, entered into force in 2008, the government stubbornly goes to the substantive implementation of measures to combat torture, which were recommended by specialized UN Special Rapporteur in 2003 and other international authorities.
Suspect does not provide access to a lawyer that is an important safeguard against torture in pretrial detention. Police forces using torture detainees to confess. The authorities usually refuse to investigate allegations of torture.
