The difficulties encountered in the transition to a market economy, could not cause the negative processes in the labor market. According to census data from 1989 to 1999. significant changes in the distribution of the employed population by activity, caused by the crisis in the industrial sector, the reform of the agricultural sector and social infrastructure.
The economic downturn has hit most industrial sectors of the economy. One of the main reasons for the decline was the rupture of economic ties of the former Soviet Union. The number of people employed in industrial production, declined over the decade by 2.6 times. According to Census 1999, the sector of industry and construction were employed 10.3% of the total employed population. In the mining industry for the period from 1998 to 1999. employed population fell by more than 3 times and amounted to 8.4 thousand. In the manufacturing industry of the country during the same period were employed 6.2% of the total working population. In the structure of its industries dominated by the production of food and beverages (27.6% of the total number of workers in this industry), machinery, equipment and facilities of all types (16.6%), apparel, dressing and dyeing of fur (12%), textiles (11.3%).
